Adding this input for Sharon's re-work of Interactive bid management

If bulk settings and bulk uploads permit negative ROIs up to but excluding
-100%, then the interactive bid manager should too.
Conceptually, negative ROI's up to but excluding -100% are perfectly OK. They
simply mean that AdMax can lose money on a term and still keep its bid high.
However, -100% would result in an infinite bid.
The AdMax code already rejects target ROI's of -100%, but permits any other
negative value. The IBM should do the same. (It will be redundant to have
AdMax reject something that the IBM also rejects, but it's better to have this
check in the code twice than not at all.)
Please open this as a bug. It's not high priority, since Matt can currently set
negative ROI's through bulk setting and bulk uploads, but should be taken care
of eventually.

At this time, in the CCC, the bulk settings page and bulk uploading allows
negative ROIs up to, but excluding, -100%. It is only the interactive bid
manager that does not allow negative target ROI values. I can open an bug to
change it so the interactive bid manager allows negative target ROIs.
