Partial deploy gets stuck in submitted/paused state

I deployed 2 campaigns in one order. One of them should be good, and the other I edited the keywords to have a comma in it 'book, keeping', expected a google error.

listener picked up the google error for the bad keyword:

Then went on to fail to the campaign:

From here I was expecting the good campaign to be set to active in google, and the failed one would stay paused. In AML I was expected the UI to display 'ERROR', as it doesn't know about partial failures yet.

Instead, it stayed in the submitted state in the UI, and paused in adwords.
