Create assignments for existing ad content

Populate the smb.generated_ad_assignments table for existing (migrated) orders by calling into Ad Service/Content Item service. When a call to getAd is made, the service automatically creates assignments for orders that have already been deployed. Only orders in the scheduled and quote states need additional calls to make the assignments.
