When a campaign is accruing budget at any point in a day, it should be considered accruing for the whole day

            Description

            When a campaign is deployed, marked accruing, and then deleted all in the same day, the accrual status for the day is currently "paused". It should be left as accruing for that day and marked paused the following day (even though its budget has ended).

            Currently if a campaign is accruing on any given day and then paused, the accrual status is changed for that day.
