Subscriber user can sort or filter by Budget Accrual status from the Orders list

The user may need to view all orders across merchants that have an order status of Active and Budget Not Accruing (or Contract Ended) to monitor spend out.

Subscriber users may also need to monitor all merchant orders that are Paused but still accruing budget to follow up with merchants that should be returning from vacation.
