            Description

            Limits may be configured for each realm(api user, subscriber, reseller) and each method/request path.

            This is intended to prevent one realm from interfering with the QOS of another realm. The configurability allows tech ops to override the limits for a given realm.

            Requirements for this ticket and default settings:

            api or path method default limit system name
            merchant api ANY 50 per second MERCHANT_API_OPS
            full business taxonomy GET 2 per minute GET_ALL_BUSINESS_ACTIVITIES
            full location taxonomy GET 2 per minute GET_ALL_LOCATIONS
            taxonomy search GET 10 per second SEARCH_BUSINESS_ACTIVITIES
            budget estimate POST 50 per second BUDGET_ESTIMATE_REQUEST
            deployment POST or PUT 10 per second DEPLOYMENT_WRITE_OPERATION
            deployment GET 50 per second DEPLOYMENT_READ_OPERATION
