            Description

            When

            The "Conversion Count Weight" should (probably) never be 0. This causes product
            conversions to not be counted and there will be 0 conversions in reports.

            Suggested fix (duke): When the "Report Fractional Counts" is set to "no", the
            conversion count weight percent is disabled and set to 100%.

            This has caused data bugs on two occasions that I know of.

            WarehouseSummarizer should probably also look at the products.fractionalCount
            column in the database before using the value in the products.countPercent column.
