Notification section in User Settings missing when linked to from Request&Schedule Reports

      Description

      On Test User in both MSN and ProdClone, in Analysis & Tracking >> Performance
      Reporting >> Request & Schedule Reports. When I click on "add notification" in
      the Notifications section, it goes to User Settings (as it should) but the
      Notification section in User Settings does not show up, therefore the user
      cannot add his/her email address. All permissions EXCEPT Power User, Acct.
      Manager, Super-Acct. Manager. I tried it with the CSC (which has no
      notifications) and link worked. Has all permissions EXCEPT super-acct. manager
      Tried again with Test User and did not work.
