Campaigns created via the Creative Editor default to English Canada distribution

Upload the attached file to MSN - CSC account in production. Let the content
uploader run. Log in to the TSA MSN account (api_tsa/tSA88msn) and go to
Cellular Safety Commission. The Ad Group has been created to be distributed as
English-Canada. There is no way to change this in our UI - or in MSN's.

You may need to delete the current campaign first to get this test to work.
