Scheduled reports fire too soon

Spark is set up with 3 data feeds. Scheduled reports always fire before all 3
are one. Given that data availability turns green after the first feed, odds are
the reports kick off before the 3rd feed is done - at least that was jen and I's
working theory. Causing reporting problems out in LA though they are working
around with favorites and a manual pull of the report.
