Pixel hit creates source which is not updated by non search tags

Keith ran into a case where he made a campaign active, then created a source
with non search tags. We ended up with two sources in the sources table - one
for an unknown campaign (id 13) and type 1 and one with Keith's info, type 0. To
fix this for Keith I updated the pixel entry in the sources table and re-ran the
pixels. Before that reporting was using the pixel source (lower number id) and
misreporting the data.

You can see the sources in acctdb04: select * from sources where

The practical effect of this is Keith cannot test till he has created the source
with non-search tags which I told him.
