Description
The UI currently doesn't have a way to differentiate between having no data and
the data being 0. The web service should be returning null for places where we
have no data (for example, at the BT and BF level, where we're not currently
aggregating data up to).
It is misleading to the user to see 0, and it is inconsistent with how the
report service behaves (which returns null to represent no data).
