Description
The UI should only show deleted campaigns if there is spend against that
campaign in the previous or current months. The UI should know that deleted
campaigns are read only and should not allow you to assign target spend to
them. The services side should also be updated to enforce not allowing new
spend to be allocated against a deleted campaign
