Description
login session caches the performance metric type.
Notes from ADMAX-1923:
Bulk Settings in no longer changing a CPA account. Testing with the CSC
account, it was an ROI account when I started to test. I went to change it to
CPA, and changed the setting. I went back to bulk settings, and still saw
'Target ROI' not the expected 'Target CPA'. So I went back to account settings,
and saw that the account is listed as a CPA account there.
This is blocking me from testing this bug. I check on Prod, and its working OK
there.

The same behavior exists in production from what I can tell. The problem
actually lies in the client setup wizard code, and the way the login session is
handled. The login session caches the performance metric type, so it is unaware
of when the client setup wizard changes the metric type.
To fix the problem the login cache needs to be told to refresh when the
performance metric type has been changed.
