Spider Report: "Reordering tabs" in ADR works only after clciking "UPDATE" button twice

Steps:
1. Log into AdMax application
2. Spider a valid URL and download the generated ADR
3. Open the ADR and do the following

• Drag "Duplicate Title Tags" tab and place it before the "Missing Meta
  Description" tag
• Navigate to the "Report Data" tab
• Click on the "Update" button
  4. Now try the Drop down button at the top to move the "Duplicate Title Tags" tab

Expected Result:
The user was moved to the "Missing Meta Description" (tab in the place of
"Duplicate Title Tags" tab) instead of the "Duplicate Title Tags" tab

Actual Result:
The user must be navigated to the "Duplicate Title Tags" tab

Note:
After step# 4, navigate back to the "Report Data" tab and click on "Update"
button. Now when selected "Duplicate Title Tags" in the drop down box it moves
to the "Duplicate Title Tags" tab as expected
