Pixel: msn content network records not being matched correctly

If you look in production at the for some of the refcds you can see:

It appears that data that came in through the pixel was not correctly matched
with the searchEngine record which has a lower id. I have no idea what would
cause this but it appears true across the msn content network for this entire
account. The final result is unknown conversions.
