TBB and PBB: New elements are not being saved.

            Description

            Tested on staging with trunk build 151, account CSC

            I went to edit the strategy 'test_2470', I added 3 keywords to the element list.

            After saving I was expecting to see '4' in the TBB table in the UI. The number

            did not update. I opened the strategy again, and there was only 1 keyword

            listed in the element box.
