User Settings: Creating a new user does not clear all sections on page

This is a bug on staging and prod, both have Build: AdMax-Trunk-p147-r24965

On the user settings page, when you click 'Create New User' button, the page
reloads, but there is still data in the notification, FTP, and Accounts section
of the page. I would expect all sections to be blank.
