Description
Jobs are scheduled even after an account has been marked inactive.
Selecting which jobs are scheduled is done in the ClusterService scheduleAllTasks() and scheduleAllTasksForAccount()
desired results of this bug fix
1) [catch all accounts] related jobs that are scheduled should only include account IDs for active accounts
2) Admin Account should always schedule jobs, whether it's active or inactive
3) any active account should have jobs scheduled
4) inactive accounts should not have jobs scheduled
== UI ENHANCEMENT ==
We should also a filter option to hide inactive accounts by default.
