Yahoo API: New content only adgroup not bidable in admax UI

            Description

            I added a content only adgroup in yahoo, and its not showing up in the CCC. The
            adgroup is listed in the filter bar, but its not showing anything thats bidable.
            Im expecting to see 'content network' as a bidable row. The campaign does have
            content = on in the yahoo UI
