            Description

            test: Edit bids with content only, relevant across the entire network

            Expected result: placements and adgroups are biddable

            Changed in Adwords: Account 17 >> Campaign 2 >> CSC- changed adgroup bid
            to .25 from .10

            Actual result: no changes made to the CCC
