Yell Budgeting doesn't support non-unique BF descriptions

If 2 BTs have a BF with the same description and ID, then only one BF for the first BT will get created and mapped. Campaigns for the second BT that have that BF as a parent will show up under the first BT under the BF description. This is a bug in the hierarchy_synchronizer which affects how the upload tool and the UI set cost targets; aside from a potentially incorrect MTDSpendTarget value, back-end performance data is not affected.
