Link Scoring Template; Reputation Score does not take into account Google Penalties (i.e. Toolbar PageRank minus Calculated PageRank)

Contrary to the messaging in the help tab, the Reputation Score does not take into account whether we think a URL has a Google penalty. This would be determined by comparing calculated to Toolbar Pagerank. If Toolbar PageRank = 1 and Calculated = 4 for instance, some sort of penalty is likely in place. Similarly, if calculated is 4 but Toolbar is 6, that means Google likes the site for some additional reason (high trust?) thus deserving a bonus.

The template should be updated accordingly.
