            Description

            If a publisher feed hasn't been loaded, the tsa pixel data is used for imps/clicks/ad cost.

            Expected Behavior:

            If a publisher feed hasn't been loaded, imps/clicks/ad cost should be 0 if a publisher feed is configured for a specific account+distribution.
