google report retries dont catch exception

The attached snippet from the log file /tmp/2011-02-08/sepull3.sh_04.log shows an authentication exception was not caught and retried by the (intentionally) redundant report download retries we have. Perhaps this is because the exception is not retryable, so maybe we need to add another top level retry which will retry any report failure no matter waht the error.
