When an account db shard is offline user should be given error when added charts from that accountdb

            Description

            I have taken database instance 1 offline on staging.

            Using king.com I'm able to view the dashboard. From there I can add a chart for an account thats online. When trying to view and add metrics, you run in problems, and that wont load.
