WHSumm should key off configuration to determine if publisher feed data overwrites pixel data

WarehouseSummarizer.setTotals() calls havePublisherData() to determine if data from the se columns should be used instead of pixel data for the totals. This method only checks for the presence of data, and should instead look at the Publisher Feed configuration and use se column for ALL distributions being fed publisher feed data.
