TSA Pixel Tracking V2: v2pixsync.sh doesn't always use the hour being synced as the final filename

If multiple hours are sync'ed, the script doesn't always select the latest file to use for the final filename. The script should always use it's "run for hour" as the final filename, e.g. if the script is running at 11:20AM, then the final filename should have an hour component equal to '10'
