Event Listener: Detecting 'done' for an account that has low traffic or no traffic for a day.

In pixel processing there is no way to detect 'done' on a day that has no or low traffic. If an account has pixel data for the 8th, none for the 9th, and then data for the 10th, the data on the 8th wont get run until the file for the 10th comes in.
