Time based bidding rules are not being acted on by bid manager

Created 2 TBB strategy for Martian Tourism, one that pauses an adgroup in the Tours campaign, one that changes a different adgroup's bid in the Tours campaign.

A cluster job was triggered for the account and sebidmgr was run, but there were no changes to bids or adgroup status.

To run this job manually on staging or in dev environment use the following command line:

./sebidmgr.sh -d4 --timebased --bid --accountid <accountid> --seuser <userId> --distribution <distid>
