v2 Recording does not use first-party cookies if third-party cookies not set

If no third-party cookie (either session or visitor) is set, and the params include the value of either first-party cookie, it should be used to set the third-party cookie and be recorded as the cookie value in the log. Currently, the first-party cookie values are being ignored.
