Google v201101: report definition ID is not updated when expected

Report definition ID is not updated when expected.

Steps:

1. Ran seupdate for account 17 and 618 (groups and listings)

2. In the db I see 8 new rows (4 for each AdWordsId)

3. I changed the definitionId in sesystem.googleReportDefinitions on staging-db5 for one of the rows.

4. reran seupdate

Expected result:

The row I edited would get updated with a new value

Actual result:

The row was not updated.
