TimeZone:(account setup wizard) For Non-Admin user, while editing account description help text for "account time zone" is displayed saying "please enter the time zone....."

            Description

            For Non-Admin user, help text for "account time zone" is displayed saying "please enter the time zone....."

            As non-Admin can't edit the existing accounts, should we display the help text saying -"Please enter the time zone that this account's data is stored in. This time zone should match...."? Find the attached snapshot.
