AD Group Data not properly attributed after API Switch

      Description

      After Time Zone Build/API Switch, we are finding in certain campaigns, cost, clicks & impressions are not being correctly attributed to the right Ad Group within then Campaign. Often, All the cost among the Ad Groups gett rolled up into one Ad Group, sometimes a paused Ad Group.

      Examples:

      Wellcare - Campaign: 2012 New York|Content|NY (see screen)

      1-800-Flowers - Campaign: Tablet: Flowers KW|Search|USA
