Creative Editor decides to add changes versus do edits.

            Description

            When trying to make "edits" to existing advertisements (I confirmed that your
            MSN UPLOAD is properly formatted with the "EDIT" tag).

            After uploaded file, TSA's interface confirmed and displayed correct results.
            However, on the MSN's interface it displayed the ads prior to the change and
            ADDED new (not edited old) advertisements to the group.

            Furthermore, because this occurred on a live account...the Creative Editor was
            forced to log into the MSN user interface and manually delete some ads.
