            Description

            I created report R-363-867 as user jclarke. I edited the sheet by adding tags. I did not touch the column headers. I then uploaded the sheet as gurpreet (my user is blocked to upload due to bug ADMAX-3055), and got an error:

            Incorrect headers in CSV. No tags will be applied from this tag sheet.
