Tagging: Channel Tags are not uploaded when there are no tags associtaed with its account

      Description

      1. Login to Admax

      2. Navigate to Home -> Reporting ->Create Reports

      3. Submit a channel report for the selected account "Singapore Airlines" for the last 12 months (R-365-052)

      4. Download the generated report in csv and add tags (tagsheet attached) (T-244)

      6. Navigate to Home -> Reporting ->Apply Tags, and try uploading the tagsheet

      => the upload succeeds without any error

      In the database(staging-db6) observed that these tags are added in the tagDefinitions table but the channel tags added are not associated to the account in the tagAssociations table

      Looks like only when there are tags associated to its Account then its channel level tags are added

      Note:

      Also find the same issue with the campaigns (T-241)
