Graffiti: Tagging Service Depends on Position Reporting Service EAR

Tagging service when deployed alone to JBoss does not work properly. It requires Spring, which is present in Position Reporting EAR (svc.ear). Only if you include this svc.ear, tagging Service ear run correctly. This dependency needs to be removed.
