Admax CRE and Data Availability errors when Account switched data sources

This problem was found when I noticed Admax CREs were not running on the United - Netzero (12) account. This account had used TSA Pixels in the past but was now using data feeds. Pixels had been disabled for the account.

When running Admax.sh on the account id, I kept getting the message: skipping account, no distributions available for account id 12.

Abhi discovered on the Data Availability page that the WP WH column showed a gray dot for this account. Summarization should not even have been started for this account since TSA Pixels were disabled.

It seems, though disabled, a record was created that this account had pixels. DA would show each day that it was not complete for this account, and then Admax CREs could not be run for that day.

The work around in this case was to turn pixels back on, rerun summarization so DA showed success instead on not started and then rerun Admax.sh.

When pixels are disabled, pixel summarization should not be required any more for the account.
