TBB: Unexpected removal of elements when closing dialog

            Description

            If the user highlights elements in the dialog and then clicks "ok" to close the
            dialog, the system is removing the highlighted (selected) elements before saving
            the TB strategy. In other words, the "Remove Elements" code is being called
            when it should not be.
