      Description

      The request here is to have the Data Availability interface to function like it
      did before.

      The "Overall" column was removed which is understandable now that the all the
      backend processes run independently. But, we should be careful to make sure that
      backend changes do not effect the functionality of the frontend. The "Overall"
      column was heavily relied upon and now it is gone. Sure, this could be
      considered a training concern.

      Furthermore, the rest of the interface now has an overload of information. There
      are unnecessary "Grey" dots where that particular function column is not used
      for that particular TSA Account. This change along with the removal of the
      "Overall" column makes this UI tool extremely difficult to look at, if not
      completely unusable.
