UI Changes to support account activation and password managment

UI changes to support the ability to activate a user account and set passwords

after clicking on token link in email, user is sent to the set PW UI. user clicks Submit button,and if entered successfully, user is taken tothe AML login page... also, user gets an email confirming they have set their pw.

pw entered can be one used previously. validation rules include:
6-30 characters with a min of one NUMBER and one UPPER case.

after successful login, if user clicks on activation link subsequently, then redirects to login page instead of initial change pw page.
