AdWords Rate Exceeded errors causing campaign deployments to fail

Marked as minor because redeployments resolve the issue.

I still think it makes sense to retry indefinitely when we get this error since (so far) retries have always eventually worked. That's just one of the things that came to my mind to fix it... just keep hitting it with the same hammer.

Now I can You had suggested we don't put a limit on the # of retries for Rate Exceeded errors and keep increasing the wait time for each retry. Is this what you want implemented?
