I18N: Geo-modification (GM) of keywords is hard-coded to English "<keyword> in <location>"

            Description

            When we create the GM keywords for the GM campaign we convert "<keyword>" into "<keyword> in <location>". This will need to be updated to handle other languages.

            Changes have been made to implement template based solution.
