Story title used to be: Reseller config requires a merchant Account Minimum for Quote Range display

as part of the reseller configuration settings, a minimum account level monthly quote range can be configured by reseller. This value could be set to 0 and is the value that would appear in the UI (that is it includes the markup and does not change even if the markup changes).

this is different than the TSA min cost / campaign.... 

for example, if reseller requests a (marked-up) $50 minimum per account, then a reseller user cannot deploy an order unless the merchant monthly budget entered is at least the amount set for the minimum, hence the quote range minimum will have to display at least the Account Minimum (which will likely be greater than TSA cost/campaign and 3 clicks... see AML-1151
