As TSA tech ops, I want to use a UI for client onboarding, so that I can do my job more efficiently

Dev Ops user can enter onboarding settings and managing users via UI.

As reseller configuration and setup requirements grow, the management and maintenance of the various scripts that are being developed for dev ops are growing.

At the start of Aquidneck, a reseller management screen was started, but discontinued due to competing priorities. This approach should be reconsidered/re-prioritized now that the requirements for on-boarding are better known and the API support is in place.

We should have a simple, one-step UI that has fields for entering the minimum requirements for properly defining a reseller/realm, and adding the reseller's users.

The UI would support the setting of reseller-specific properties, including future properties that are not currently specified in requirements/code.

The UI would allow the user to specify aspects of reseller user creation such as allowing them to be created w/o requiring activation, suppression of email notifications to reseller users.

In addition to the settings for the reseller per the onboarding questionnaire, we will also need to include the TSA min cost/campaign value - likely to be set to 0 until we implement an Account level min budget set by the reseller (per Ben).
