Implement Request/Response Filtering in SAPI Security Framework

The current framework should be enhanced to provide fine-grained filtering of requests/responses to and support of incoming requirements that prevent (or securely allow) merchants and resellers from accessing and or sharing specific features of the system. This will become particularly important to the inclusion of the Merchant Reporting Dashboard, and the associated requirement to enable a reseller user to view a given Merchant's dashboard/data.
