Description
In testing BES I18N support I noticed that some keywords are being left out of the estimate requests sent to Google. There appears to be a mismatch in what BES expects and how the keyword service returns the keyword lists.
Keywords that are geo-modifiable and being returned as geo-modified as well. This results in BES excluding them because we don't estimate GM keywords.
