"Send Activation Email" link is unavailable after merchant user is activated

      Description

      When the merchant completes the activation process, the Send Activation Email button and related text is replaced with:

      "The merchant has activated their user account to access the Merchant Dashboard."

      since there will be no need to send out the email after the account has been activated. Merchant will have the option to reset PW via the merchant Login page, same as subscriber user can.
