As a Subscriber, I do not want my merchant users to access merchant dashboard or get access emails.

            Description

            Some subscribers may not wish to offer the AML Merchant Dashboard and thus will not want an email being sent to these merchants. Per the Onboarding Questionnaire, if the subscriber chooses to disable the Merchant dashboard and thus activation emails, this will be reflected in a subscriber config setting so that the UI will not display the Send Activation Email link on any merchant Contact Info page for that subscriber.
